2025 National Scientific Conference: “Private Sector Development in the New Era”
In the context of deepening globalization, international economic integration, and the sweeping impact of the Fourth Industrial Revolution, Vietnam’s private sector has increasingly asserted itself as a vital driver of the socialist-oriented market economy. Alongside state-owned and collective enterprises, the private sector is regarded as a pillar for building an independent, self-reliant, and resilient economy—one that integrates deeply and effectively with the global system while steering the nation away from the risk of falling behind and toward sustainable prosperity.
Nearly four decades into the renewal (Đổi mới) process, the private sector has expanded in both scale and quality, confirming its strength and its significant contributions to the country’s socio-economic progress. Yet it still faces many obstacles that hinder its growth. It has not yet achieved breakthroughs in size or competitiveness, and it falls short of expectations to serve as the true cornerstone of the national economy. Driving private sector development that is rapid, sustainable, efficient, and of high quality is therefore not only an urgent and central task but also a long-term strategic priority—one that must be translated into the country’s development strategies and policies.
The Politburo’s Resolution No. 68-NQ/TW, issued on May 4, 2025, on private sector development, is seen as a milestone in economic thinking and policymaking. It marks a strong affirmation of the Party regarding the pivotal role of the private sector as a leading engine of national development.
In this spirit, on September 12, 2025, the University of Finance and Business Administration (UFBA) held a national conference themed “Private Sector Development in the New Era.” The event served as an important forum for policymakers, academics, experts, business leaders, and government representatives to exchange views and propose comprehensive strategic solutions to ensure sustainable growth of the private sector in the years ahead. For UFBA’s scholars, lecturers, and students, it was also an opportunity to engage with both theoretical and practical issues surrounding private sector development—advancing the university’s mission of connecting theory with practice in education.

The conference was chaired by:

The event attracted a large number of researchers and academics from institutions such as the National Economics University, the Academy of Policy and Development, Vietnam National University of Agriculture, Hung Yen University of Technology and Education, Trade Union University, Hanoi Open University, and the University of Finance and Business Administration, …The organizing committee received over 100 papers, of which 91 high-quality submissions were selected for publication in the conference proceedings.

The conference centered on several key issues, including:
- Theoretical and practical aspects of private sector development (concepts, roles, influencing factors, international experiences, and lessons for Vietnam).
- Translating the Party’s viewpoints and the State’s legal and policy framework on private sector development into practice, including land policy, banking and monetary policy, fiscal policy, technology, and enterprise linkages.
- Assessing the current state of Vietnam’s private sector development, highlighting achievements as well as limitations, challenges, and obstacles in the new era.
- Discussing major solutions to foster private sector development in the new era, focusing on issues such as improving labor productivity, fostering innovation, advancing digital transformation and green transition, reforming institutions, policies and the business environment, promoting science and technology, and strengthening human resources and training for private sector growth.

The conference also received numerous contributions and exchanges from delegates on the theme of private sector development in the new era. The proposals put forward by scholars are expected to serve as valuable references for policymakers in the policy-making process in the coming period.
