UFBA Delegation visits and works with the Northern Finance College of Laos

On the morning of October 24, 2024, in Luang Prabang, UFBA delegation, led by Distinguished Teacher, Dr. Nguyen Trong Nghia – Party Secretary and UFBA President, visited, held discussions, and signed a cooperation agreement for 2025. This agreement covers training, scientific research (for staff and faculty), the awarding of certificates for the completion of professional development courses, and the donation of infrastructure support for 2024 to the Northern Finance College of Laos.

Overview of the Meeting

Participating in the discussion and signing ceremony, UFBA delegation included Distinguished Teacher, Dr. Nguyen Trong Nghia – Party Secretary and UFBA President, Dr. Do Thi Minh Nham – Head of Examination and Quality Control Department, M.A. Luong Thu Thuy – Director of Information Center and Library; and Dr. Nguyen Quang Hiep – Deputy Head of Science Management and International Cooperation Department.

Delegation from the Northern Finance College of Laos included Ms. Vongphachanh VONGPADIT – The Rector, Mr. Phonxay SYOUDOMPHAN and Mr. Khanthong CHANTHAVONG – Vice Rectors, along with department leadership of the college.

During the meeting, both institutions engaged in candid and constructive discussions, reviewing the outcomes of past mutual cooperation. On this basis, the two institutions agreed to sign a cooperation memorandum for 2025 with the following specific proposals:

The University of Finance - Business Administration (UFBA) collaborate with the Northern Finance College of Laos to organize two professional training courses for the college's staff at the University of Finance and Business Administration, Vietnam, including (1) Public Debt Management and (2) Tax Inspection. The training will involve 10 participants, lasting 7-10 days in August 2025. The exact content will be developed by both institutions and reported to the Ministries of Finance of both countries as part of the 2025 plan.

A joint report will be submitted to the Ministries of Finance of Vietnam and Laos on the coordination of a scientific seminar, marking 15 years of cooperation between the two institutions, with a focus on financial economics. The seminar will be held at the University of Finance and Business Administration, and it will include sending a delegation to study financial management training at the Finance Staff Training Institute of the Ministry of Finance, Vietnam. This delegation will comprise 7 members for 5-7 days in October 2025.

The Northern Finance College of Laos report to the Ministry of Finance and the Ministry of Education of Laos, requesting permission for the University of Finance and Business Administration to offer Master's degree courses at the Northern Finance College of Laos.

Regarding these points, the Heads of both institutions will report to and seek approval from the Ministries of Finance of both countries to formulate a detailed plan for the international cooperation program between the two institutions in 2025.

Cooperation Agreement Signing Ceremony Between the University of Finance and Business Administration and Northern Finance College of Laos

On this occasion, UFBA leadership presented completion certificates for the professional development course titled “Inflation and Solutions: Practical Applications and Experiences in Vietnam” and “Modernization of State Budget Revenue and Expenditure Management” to 42 faculty members and staff of the Northern Finance College of Laos, which was organized in October 2024. The University also donated 25 computers to the Northern Finance College of Laos.
