The conference, titled “The Current State of Policies Promoting Investment of Financial Resources to Implement Vietnam's National Environmental Protection Strategy,” was chaired by Distinguished Teacher, Dr. Nguyen Trong Nghia, UFBA President and attended by leading university scholars.

Dr. Nguyen Trong Nghia opened the conference by emphasizing that national environmental protection is an essential trend and urgent task, particularly in the context of international integration, climate change, and industrialization. The Party and the Government have been well aware of these issues, issuing numerous resolutions, decisions, decrees, and circulars to provide strategic directions and policies that encourage financial investment for national environmental protection. However, financial resources for environmental protection remain limited and face barriers that need to be addressed to promote green and sustainable economic development. He noted that it is vital to study the current policies promoting financial investment in environmental protection in Vietnam to propose policy recommendations and effective solutions for the successful implementation of these policies.

The conference focused on analyzing the current policies aimed at fostering financial investment for national environmental protection in Vietnam, including:

  • Policies promoting public financial investment for national environmental protection.
  • Policies encouraging domestic private financial investment for national environmental protection.
  • Policies promoting foreign financial investment for national environmental protection.

During the conference, the experts shared and discussed policies to promote financial investment in implementing Vietnam's national environmental protection strategy. They proposed various solutions, including:

  • Increasing public investment from 1% to 2% as a feasible target.
  • Revising the Environmental Protection Tax, which is currently set as an absolute tax (such as on gasoline).
  • Implementing an environmental discharge fee.
  • Addressing inefficiencies in attracting private financial capital: establishing public-private partnership models and ensuring effective use of the Environmental Protection Fund.
  • Drawing from China’s experience of the "polluter pays" principle, where those who pollute more contribute more. Vietnam has adopted this policy, but effective monitoring and enforcement remain issues.
  • Encouraging foreign investment through ODA (Official Development Assistance) and FDI (Foreign Direct Investment).
